Russia is not demonstrating readiness to negotiate an end to its war against Ukraine, Czech President Petr Pavel has said, APA reports.
Pavel made the remarks in an interview with German journalist Paul Ronzheimer.
He said Moscow considers all NATO members parties to the conflict and uses hybrid methods against them.
“Russia considers all of NATO a party to the conflict and even declares all of us legitimate targets. It is currently acting against us through hybrid methods, cyberattacks and other means rather than conventional military force,” Pavel said.
The Czech president said negotiations first require a shared understanding that the parties are willing to engage in discussions.
He recalled that Ukrainian President Volodymyr Zelenskyy had proposed talks between the Russian and Ukrainian leaderships at least six times.
Russia, meanwhile, had proposed negotiations with the United States and China without Ukrainian or European participation, Pavel said.
