Sensation in Azerbaijanâ€™s science â€“ <font color=red>EXCLUSIVE </font>

Baku. Elbrus Seyfullayev â€“ APA. A sensation happened in the history of Azerbaijani science. Under the decision of High Attestation Commission under President, Jabbar Mammadov, who did not graduate from any higher school, would defend a thesis to become a scientist. Mammadov gave interview to APA.

-Could you give information about yourself?

-I was born in Laki settlement of Aghdash Region in 1970. I finished secondary school. I am 38, single. My father had infarct the year I finished the secondary school, our family faced some problems. Thatâ€™s why I could not apply for higher school. Later I did my military service in Krasnoyarsk. I left for Karabakh as soon as I finished the military service. As a unit commander I participated in the battles in various regions. I was wounded in the battles for Fuzuli and was demobilized. I had been worked as a mechanic in Aghdash by 1998. My father died at that time and I left for Baku to support my family. I worked in the field of construction. During this period I wrote articles and published them in scientific magazines. Agamusa Akhundov, director of Linguistics Institute of Azerbaijan National Academy of Sciences read those articles and met with me. After that other scientists got interested in me. Rector of Azerbaijan University Selaheddin Khalilov helped me to publish my first book. I began to prepare computer programs. Those programs translated any text from Azerbaijani into various languages. Agamusa Akhundov talked with Mathematics Institute of Azerbaijan National Academy of Sciences and I got a job there. I worked there for a year and prepared initial versions of those programs. In the initial version the program translated a text consisting of several thousands of words in accordance with the grammatical rules. The program should have been improved. President of the National Academy of Sciences Mahmud Karimov also participated in the presentation of the program. All the scientists highly appreciated the program. When I was working there, I thought some measures would be taken to improve my financial provisions. I got little salary. Later I heard that the head of the academy allocated $35,000 for my work. But the money was misappropriated in the Mathematics Institute. I appealed to Mahmud Karimov, he gathered all of them and asked why they had done it. I was dismissed for appealing to Mahmud Karimov. But Mahmud Karimov helped me to publish my books.

-What happened later?

-I began to repair computers. I am still engaged in this work. But I have no computer and I have been living in the hostel since then.

-How did High Commission of Attestation hold discussions on your works?

- I had an original idea in the field of linguistics, which introduces common table of the world languages. This table gave an opportunity to analyze all details of the language. It was like Mendeleevâ€™s table. This idea was posted on more than 1000 Internet-sites and was discussed. I found a system of the language and clarified why all languages have the same part of speech, which differ from each other for their affixes. I proved that all these relate to the brain activity. According to this system, the pronoun is needless as a part of speech. All the scientists, including Nizami Jafarov learned this idea and said that there was something reasonable. Except this, I have an idea in the field of physics, which puts the principle of stability of the lights velocity under the question. Current main theories base on the version of light diffusion without medium, which lead the physics to deadlock. I put forward the aspect of wave and claim that the light depends on some medium. Such approach causes interesting conclusions and solves many problems. This idea refutes Einsteinâ€™s theory of relativity. Russian scientists showed great interest to my idea and published it on all Internet-sites. I projected reforms in Azerbaijani sciences and sent it to the Cabinet of Ministers. I was invited to the Ministry of Economic Development to discuss the project. After the discussions of my ideas and their own ideas, the Head of State issued a decree for reforms in Azerbaijani sciences. Prior to this, all waited for adoption of law on sciences and solution to the problems after it. My idea predicted advantages for the Ministry of Economic Development for these reforms. The question was about the intellectual property auctions. There are hundreds of intellectuals, whose outputs donâ€™t reach the world market. The scientists and intellectuals addressed different organizations to support me. Then a group of academicians and professors asked President of Heydar Aliyev Foundation Mehriban Aliyeva. A little later I was invited to the High Commission of Attestation under the President and they told me that Mehriban Khanum Aliyeva took the control of this issue and commissioned them to analyze it. They asked all of my ideas I put forward so far and I introduced them to the commission and my ideas were sent to the Experts Council. Then the commission began discussions of my works. They invited me to one of these discussions. Later the High Commission of attestation discussed this issue at its collegial meeting. They decided to allow me to defense of thesis according to the opinion of High Commission of Attestation despite that legal mechanism doesnâ€™t allow it. They advised it as an exceptional case and made me free to make choice because I had works in several fields. They said that all my ideas met the defense level. I am going now to defense the thesis in the field of diplomatic psychology, which researched the forms and methods of non-military ways of struggle against invader countries. I focus on the economic and ideological methods of diversion. This issue has a great significance for the statehood. I want Azerbaijani military to widely use these methods. It is possible to hold closed discussions on this subject. This issue can have important significance for the nation. I will submit the dissertation to the commission within a month.
