About 1000 internally displaced persons fail to get food allowances for their children in Azerbaijan

APA reports that the instructions that were confirmed on December 17, 2010, and came into force on January 1, 2011, made it impossible for some internally displaced persons to get monthly food allowances. This mainly concerns the children whose one of the parents was IDP and who was born by January 1, 2011. Since the documents of some children born before the instructions came into force were not submitted in time, or the local authorities delayed the submission of the documents, these children are deprived of this right.

Senior advisor of the department for social provision and humanitarian assistance of the State Committee on Work with Refugees and Internally Displaced Persons Nadir Agajanov told APA that the Committee received applications regarding more than 1000 people, who were born by January 1, 2011, and failed to get food allowance.

â€œAccording to article 12 of paragraph 5 of the instructions, these instructions are not applicable to the children whose both parents are not internally displaced persons. The local authorities do not receive the persons who do not fall under these instructions. Census is taken, regulation is realized by the executive authorities. There are children, who do not have documents because of the indifference of the parents,â€ he said.

Nadir Agajanov said the instructions on distribution of monthly food allowances to the internally displaced persons do not contain a point that the allowance is not applied when the documents of the citizens are delayed.

â€œWe send such applications to the executive authorities. There are persons whose documents have been delayed. They have not submitted their documents, now their documents are not accepted since they do not fall under the instructions,â€ he said.

Agajanov said the decision that these persons will not get allowances is conclusive.
