Elnara Karimova, head of the State Committee’s analysis and prognosis department, noted that the Committee has brought up the issue of stiffening rules of holding mourning ceremonies and the Caucasian Muslims Office (CMO) has issued a fatwa on this matter.

She said that although the Committee’s recommendations produced positive results in parts of the country for a period, citizens have not been able to demonstrate a common stance in this respect.

“Our people are troubled with expensive funeral feasts, grave money, mullah money, and so on. Our people spend money almost equal to the price of a house to hold the ceremonies of “three”, “seven”, “forty” and “year”, to have gravestones made. What’s even worse is that they often borrow money or take out a bank loan to meet these expenses. We believe the only way to keep our citizens away from this negative stereotype is through educative measures. They need to know that those “feasts” held in the name of mourning ceremonies have nothing to do with the religion of Islam. And ceremonies like “three”, “seven”, “forty”, etc. are not mentioned anywhere in our religion,” Karimova stressed.

According to her, clerics, akhunds and imams play important role in society’s awareness of the importance of holding mourning ceremonies in a simple way and avoiding wastefulness.

Karimova noted that media outlets also bear responsibility in this issue whereas they do not demonstrate a desired activity.

The department head said that ceremonial halls and those offering “tent services” benefit from the organization of mourning ceremonies as "banquets".

““Sheikhulislam Allahshukur Pashazade has recently underlined the necessity of removing cars with tents from central streets of the capital. It hasn’t been fully prevented yet. The costs of VIP services rendered by “tent businessmen” are increasing day by day. We consider it necessary to adopt and implement the draft law on the regulation of the issue of celebrations and commemorative ceremonies,” she added.
