During his recent address to Congress, President Donald Trump announced that he had received a letter from Ukrainian President Volodymyr Zelensky expressing Ukraine's readiness to negotiate peace and finalize a minerals agreement with the United States. In the letter, Zelensky stated, "Regarding the agreement on minerals and security, Ukraine is ready to sign it at any time that is convenient for you."
Trump expressed optimism about ending the conflict
This development follows a tense meeting between the two leaders on February 28, 2025, which ended abruptly without an agreement on the proposed minerals deal. The failure to reach an agreement on the minerals deal led to the suspension of U.S. military assistance to Ukraine, influencing ongoing geopolitical discussions. Following the halting of military aid, Ukrainian President Volodymyr Zelensky expressed willingness to finalize a minerals deal with the U.S., potentially strengthening security ties.
In response to the recent letter, President Trump expressed optimism about ending the conflict. Trump believes that both Zelensky and Putin are open to negotiations, raising hopes for conflict resolution.
Best security guarantee for Ukraine
American political scientist Peter Tase in an interview with APA described the signing of the critical minerals’ agreement between Ukraine and the United States as a best security guarantee for Ukraine.

American political scientist noted that the war in Ukraine has caused so much destruction and pain for the people and nation of Ukraine and continuing further with this brutal war will lead us into World War three and this will not be a pretty picture.
The more this bilateral deal is delayed, the worse it becomes for Ukraine on the ground

Ukraine is one of the countries in the world with high potential for rare earth element (REE) deposits. These elements are vital for electronics, defense, green energy technologies, and many other strategic sectors. Rare earth elements such as Yttrium (Y), Neodymium (Nd), Praseodymium (Pr), Dysprosium (Dy), Terbium (Tb), Lanthanum (La), Cerium (Ce), Europium (Eu), and others are found in ore deposits located mainly in the Dnieper-Donetsk basin, Zhytomyr region, and other regions.
Rare earth elements are widely used in modern technology. For example, Neodymium and Praseodymium are indispensable in powerful magnets, smartphones, and computer chips, and Dysprosium and Terbium in wind turbines and electric car engines. These elements are also used in the defense, space, and aviation industries.
Abandoning the leadership of NATO in favor of France or the United Kingdom
Trump's stance indicates that the U.S. is stepping back from financing conflicts and leading NATO, pushing Europe to take on more responsibility. This move aligns with his long-standing position that the U.S. should not bear the financial burden of global security while other nations benefit.
By withdrawing from NATO leadership, Trump is signaling that the U.S. no longer wants to be the primary force behind the alliance and expects European countries to step up in both financial and strategic terms. His demand for NATO allies to increase their defense spending—potentially up to 5% of GDP—further reinforces this shift.
American political scientists emphasized that President Donald J Trump’s remark on withdrawing from a leadership position in the context of the EU and NATO is the right course of action and the most beneficial for the Security of European Union nations and NATO.
“The EU has been seriously slacking in terms of bolstering its defense and security mechanism and investments. We are well into the fourth year of full-scale war in Ukraine, and the EU is still shivering and perplexed when it comes to pouring more money into its defense and common security mechanism. With such an evident feckless leadership, why would the United States take the brunt and spend American tax dollars for the security of EU and NATO members when EU members are conducting business as usual with Russia despite Moscow’s conflict with Ukraine since February 2014? The fortitude, rare statecraft and amazing wisdom of President Donald J Trump and Vice President J D Vance are the best gift that United States has received from God since the time of its founding others,” added American political scientist Peter Tase.
Mineral deal will help alleviate the costs of War
Peter Tase stated that with the largest external debt in the world, over 32 trillion USD, the United States Government has decided to shut down USAID and focus on attracting large international companies to invest in the US and impose tariffs on goods that are exported into the United States:
“The control of rare earth minerals in Ukraine will help alleviate the costs of War and recover over 350 billion USD that Washington has paid to Kyiv in the concept of grants by the Feckless and corrupt Joe Biden Administration. The denuclearization of Ukraine in 1992-1996 done by EU and USA, proved to be fatal for the territorial integrity of Ukraine.”
The Cooperative Threat Reduction (CTR) program
“While The Nunn-Lugar Act was a historic and major contributor to de-escalation of nuclear weapon arsenals in the former Soviet Union, this project was disastrous for Ukraine and disarming its armed Forces. This program was used for "the transportation, storage, safeguarding and destruction of nuclear and other weapons in the Soviet Union… and to assist in the prevention of weapons proliferation". One contribution by the Nunn-Lugar program has been the "delivery of equipment to accelerate the dismantlement of strategic nuclear delivery vehicles" to the Soviet Union. These actions made Ukraine vulnerable and were the main cause of the war and annexation of Crimea in 2014. The disarmament of nuclear warheads in Ukraine should not have happened. The Nunn-Lugar program eliminated former strategic weapons outside of Russia and was catastrophic for Ukraine after the Budapest Memorandum on Security Assurances. Many countries had Soviet nuclear weapons,” noted Mr. Tase.

“President Donald J. Trump is genuinely committed to bringing peace to Europe and striking a major deal with the Russian Federation that will be more impactful than the Yalta Conference and pinpoint, reshape the great power competition.
