As another important result achieved in the direction of protecting the national interests of the Republic of Azerbaijan, ensuring the rights of citizens, and restoring justice, the resolution of the compensation issue related to the plane crash that occurred on December 25, 2024 holds special significance.
MP Soltan Mammadov said in a statement to APA that this result is not only the legal conclusion of a specific incident, but also the logical outcome of Azerbaijan’s principled position, strong political will, and consistent diplomatic activity.
“This incident also demonstrates the essence of state-citizen relations, the determination of the state to stand by its citizens, and its ability to firmly defend its position in the system of international relations. The agreement reached during the meeting held at the level of heads of state between the Republic of Azerbaijan and the Russian Federation in Dushanbe on October 9, 2025 became a turning point in resolving this complex issue. This agreement once again showed that even the most sensitive and complex issues can be resolved in conditions of mutual respect, political will, and a pragmatic approach. It is also an important political signal in terms of maintaining stability in the region and strengthening the environment of mutual trust,” he said.
The role of political will and strategic approach
The MP emphasized that the firm position demonstrated by President Ilham Aliyev was the main driving force of this process:
“The head of state’s direct control over this issue, as well as the pursuit of a principled and consistent policy, ultimately made it possible to achieve a fair decision. This approach shows that for Azerbaijan’s leadership, national interests and the rights of citizens are always a priority and can never be a subject of compromise. Azerbaijan’s position has been clear and unchanged from the very first day: all the details of the incident must be thoroughly investigated, responsibility must be clearly determined, and fair compensation must be paid to the victims. This approach is not only a clear expression of the state’s policy based on law and justice, but also an example of conduct in line with principles accepted in international practice. The position demonstrated by Azerbaijan shows that adherence to the rule of law and political responsibility is ensured at a high level.”
Requirement for objective investigation and transparency
Soltan Mammadov noted that one of the main priorities in the matter related to the plane crash was conducting an objective investigation. Determining the causes of the crash in a complete and unbiased manner was put forward as a principled issue for the Azerbaijani side. In this direction, technical, legal, and institutional mechanisms were activated, and special importance was attached to conducting the investigation in accordance with international standards: “This approach is of great importance both in terms of the requirements of international law and informing the public. Full disclosure of all details of the incident and the unequivocal determination of the responsibility of the guilty party are among the main conditions for ensuring legal justice. At the same time, ensuring transparency serves to strengthen public trust and increase the legitimacy of state decisions.”
Firm defense of national interests
The MP emphasized that Azerbaijan did not retreat from its principled position at any stage. Throughout the entire process, the state firmly defended its national interests and consistently put forward its demands based on international law. This approach is an indicator of Azerbaijan’s ability to pursue an independent policy and assert its position in the international arena: “The achieved result is a real indicator of Azerbaijan’s political will and diplomatic strength. At the same time, it demonstrates how determined the state is in protecting the rights of its citizens. In this process, Azerbaijan effectively used both legal mechanisms and political-diplomatic tools, implementing a balanced and result-oriented policy.”
Human factor and the principle of social justice
Soltan Mammadov particularly noted that the fate of those affected by the crash was kept constantly in focus. The adopted compensation mechanism is of great importance not only as a legal issue, but also from the perspective of humanitarian and social justice. This mechanism holds special significance in terms of taking into account the moral and material losses suffered by people and strengthening their social protection:
“This approach is an indicator of the high value the state places on the human factor. Ensuring the rights of the victims and compensating their losses as much as possible is one of the main priorities of state policy. This can also be considered a concrete example of the practical implementation of the principles of a social state.”
An example of constructive dialogue and international cooperation
According to the MP, the resolution of this issue is the result of the constructive dialogue and mutual understanding existing between Azerbaijan and Russia. This once again proves how important a responsible approach and a spirit of cooperation are in international relations. The preservation of mutual trust and political dialogue in interstate relations plays a decisive role in resolving such complex issues: “The agreement reached between the parties shows that even the most difficult issues can be resolved within the framework of relations based on mutual respect. This, in turn, has a positive impact on ensuring stability and security in the region, as well as expanding economic and political cooperation. Such an approach also creates a basis for resolving similar cases more promptly and effectively in the future. This agreement once again confirms that Azerbaijan is a strong state capable of protecting its national interests without compromise. This event is an important example demonstrating that the state defends the rights of its citizens at the highest level and serves to increase the country’s international reputation. Such results further strengthen Azerbaijan’s position in the international arena and reinforce its image as a reliable partner. The principled, fair, and determined policy of the state creates a foundation for successfully resolving similar issues in the future. At the same time, this experience shows that when a policy based on national interests, strong leadership, and consistent diplomatic activity come together, even the most complex problems can be resolved fairly.”
