The complaints were mainly connected with the non-objective initial investigations conducted by police offices and departments, violation of the right to appeal, treatment of citizens by the police officers.
521 questionnaires regarding the appeals were sent to the law-enforcement bodies, including 347 to the Interior Ministry and its departments, 174 questionnaires to the subordinated and local bodies, relevant instructions were given, investigation carried out.
The investigations found out that in a number of cases authorized police officers rejected to launch criminal case, suspended the consideration of the criminal case or dropped the criminal case.
According to the report, in some cases due to the decisions passed by investigators and inspectors without carrying out thorough, objective investigation citizens were obliged to appeal to higher bodies, this caused red tape and criminal cases were not launched in time.
After the Human Rights Commissioner appealed to the Prosecutor General’s Office, the materials collected were sent to the investigative body, criminal case was launched.
