Azerbaijani parliament discusses new draft law on Internal Troops

A new draft law on the “Internal Troops” has been submitted to the Milli Majlis, APA reports.

The draft law was submitted for discussion in the first reading in the Milli Majlis Committee on Defense, Security, and Counter-Corruption today.

The new draft law on the “Internal Troops” consists of 6 chapters and 30 articles. It defines the activities, rights, and duties of the Internal Troops of the Republic of Azerbaijan (hereinafter referred to as the Internal Troops) in protecting the constitutional order, sovereignty, public order, and public security of Azerbaijan, as well as the legal framework for their management.

The personnel of the internal troops consist of military personnel and civilian employees. Military personnel of the internal troops must have appropriate professional skills, specialized training and physical fitness, undergo special training, and be able to use special means, fortified weapons, combat equipment, and special equipment. The ability of military personnel of the internal troops to use physical force, special means, firearms, combat equipment, and special equipment, as well as the ability to provide first aid, must be regularly checked.

Employment relations of civilian staff in the Internal Troops are regulated by the labor legislation of the Republic of Azerbaijan.

The Internal Troops have specialized educational institutions that train personnel, enhance their qualifications, and conduct research activities. Military personnel of the Internal Troops can receive education in these institutions in accordance with the procedures established by the education legislation of the Republic of Azerbaijan. The training of Internal Troops’ military personnel in specialized educational institutions of other countries is organized on the basis of international agreements.

According to the draft law, in order to ensure the safety of military personnel of the Internal Troops and their family members, information about their service and place of residence cannot be disclosed in the media, including on internet information resources or in information and telecommunication networks.

Information about the operational activities of the Internal Troops can only be provided with the consent of the commander of the Internal Troops.

From the day this law comes into force, the “Law on the Status of the Internal Troops” will be repealed.
