The human right defender said Badalyan claimed that he was subjected to torture in the Azerbaijani Ministry of National Security: “I contacted with the leadership of the National Security Ministry. They told me that, in general, this person was not in the National Security Ministry. It is possible that he dream about Azerbaijani National Security Ministry. I state that the Azerbaijani security agencies have always treated Armenian captives humanly. I regret that the Azerbaijani citizens, who were subjected to torture in Armenia, don’t apply to the international courts after their return from captivity. But the Armenians complain without any fact. The complaint of that person has been already accepted by the European Court on Human Rights”.

Spokesman for State Commission for Captives, Missing and Hostages Shahin Sailov said that, a person by the name of Artur Badalyan was not kept under detention in the National Security Ministry: “This person has not been kept under detention in the National Security Ministry during his captivity in Azerbaijan. All his claims are false”.

Artur Badalyan was captivated in Tovuz region of Azerbaijan near the boundary with Armenia on May 9, 2009. He was handed over to the Armenian side on March 17, 2011.
