He mentioned the conflict is in the hands of OSCE Minsk Group: “This is a very difficult conflict. As you know, the conflict is in the hands of OSCE Minsk Group. We don’t play any role in this issue. However, the conflict sides may ask us for help in serious issues. There is a need to establish cooperation relations between the conflict sides. This is a very sensitive issue. Because we pay mainly attention to human rights. For instance, we can conduct monitoring on human rights situation on the contact line”.

The secretary-general also spoke about aim of his visit to Azerbaijan: “I’m here first of all to start together with  the authorities to work on Action Plan for Azerbaijan. I’ve seen very interesting things in Azerbaijan. But I also appreciate what Azerbaijan represents with regard to dealing with diversity of culture and religion. And I think these are good signals for Europe. At the same time, we want first of all to work with authorities to improve freedom of expressi and freedom of assembly. I think there is also a need to improve the independent function of judiciaries”.

Within the visit, Thorbjørn Jagland met with Azerbaijani President Ilham Aliyev and several officials.
