Mr Morningstar said they will continue to work on these issues with the government until and after the day he leaves. The ambassador remarked that Azerbaijan continues to remain as a strong partner of the U.S. He called the hearings held on Azerbaijan during the Helsinki Commission “very good and balanced”: “If you read the testimony, there was much discussion about democracy and human rights issues and the discussion how we need to continue to work together on these issues.”
Mr Morningstar stressed that there was also a lot of testimony and a lot of discussion about other areas of common interest.
The ambassador also spoke of the activities of the National Democratic Institute (NDI) in Azerbaijan: “Well, first of all, as far as any kind of criminal investigation, you will have to talk to the prosecutor’s office. As far as the allegations, with respect to NDI, that have appeared in various news outlets, let me say that the allegations, we believe, are false, and frankly, we believe that they are absurd, and that NDI has complied with all of its requirements here in Azerbaijan. But as far as what NDI’s final status will be here in Azerbaijan, I have no comment at this time.
