Deputy Foreign Minister of the Republic of Azerbaijan Elnur Mammadov participated and delivered a speech at the 135th session of the Committee of Ministers of the Council of Europe held in Chisinau, the capital of Moldova, on May 14-15, 2026, the Ministry of Foreign Affairs told APA.
During his speech at the session, the deputy minister noted that a joint statement had been signed by the leaders of Azerbaijan and Armenia in Washington in August last year, and that the Agreement on Peace and the Establishment of Interstate Relations between the two countries had been initialed.
He emphasized that over the past nine months, the countries had been living in peace, that the practical benefits of the new reality were already becoming evident, and that measures to strengthen peace were continuing.
He noted that Azerbaijan had unilaterally lifted transit and trade restrictions, enabled the transportation of cargo to Armenia through its territory, exported goods and products, and that reciprocal visits and meetings of civil society representatives had taken place in order to strengthen the atmosphere of trust and hold open discussions around common interests.
In his speech, the deputy minister stressed that the biased approach of the Parliamentary Assembly of the Council of Europe toward Azerbaijan had seriously damaged the integrity of the Council of Europe as an institution, and that the responsibility for unconditionally resolving this situation lay with the organization.
The deputy minister thanked Moldova for its work as Chair of the Committee of Ministers of the Council of Europe and wished success to Monaco as the new chair.
Elnur Mammadov also participated and delivered remarks at a roundtable discussion on “Migration in Europe” organized within the framework of the session.
