“Due to release of statements, made by chairperson of the Federation Council Valentina Matviyenko, in some Armenian media outlets, we consider necessary to clarify the Russia’s position on it. This position was sounded at the meeting of the speaker with Armenian leadership and during the talk with journalists within the visit of delegation of Federation Council to Yerevan on July 11. Russia takes as a premise that the settlement of the Nagorno Karabakh conflict can be achieved by means of peaceful negotiations. The parties must follow the international legal norms and relevant resolutions of the UN Security Council. The interest of Azerbaijan and Armenia must be considered non-use of force, respect of territorial integrity, equality of rights and right of people to self-determination must be based during the conflict’s settlement. The mediation efforts of the OSCE Minsk Group, as well as the negotiations of the Azerbaijani, Armenian and Russian leaders in trilateral format are directed to support it. More over it necessary to understand though the mediation efforts are the important elements to achieve progress in the settlement, it remains as means of creating dialogue. Azerbaijan and Armenia are responsible for signing of peace treaty. It was also reflected in the joint statement of the US, French and Russian leaders in G-20 summit.”

According to the Armenian newspaper “Graparak”, Valentina Matviyenko allegedly said at the dinner in her honor at the restaurant ‘Old Yerevan”: "All the world is well aware that Karabakh will never return to Azerbaijan, but there are politicians can say so in Baku.”
