Council of Europe Venice Commission adopts opinion on draft amendments to law on political parties of Azerbaijan

The opinion says that a number of problems identified in the Venice Commission’s previous opinion in 2004 have not been addressed. These include the ineffectiveness of measures to prevent corrupt donations, already referred to, and the exclusion of foreign citizens and stateless persons from political life.
The opinion also says that the proposed increase in the minimum membership of a political party from 1,000 to 5,000 is not justified. “The provisions of the law related to dissolution of political parties do not specify what “body of executive power” is to enforce the law. Such a body should be impartial and independent of government”.
The opinion was requested by the authorities of Azerbaijan on 26 May 2011.
