Security guarantees for Ukraine cannot be shaped without Russia's participation, Kremlin spokesman Dmitry Peskov said, APA's Moscow correspondent reports.
Commenting on German Chancellor Friedrich Merz's statement that Russia should not participate in discussions on the issue, Peskov said it is impossible to shape security guarantees for Ukraine without Russia's participation.
"If this position is firmly maintained and they insist on it, then it completely rules out the possibility of European countries participating in the settlement process," the Kremlin spokesman stressed.
