Security guarantees for Ukraine cannot be formulated without Russia's participation, Kremlin spokesman Dmitry Peskov said while commenting on German Chancellor Friedrich Merz's statement that Russia should not participate in discussions on the issue, APA's Moscow correspondent reports.
He noted that it was impossible to formulate security guarantees for Ukraine without Russia's involvement.
"If this position is firmly maintained and they insist on it, then it completely rules out the possibility of European countries participating in the settlement process," the Kremlin spokesman stressed.
