Azerbaijani Foreign Minister: Serious discussions are being held concerning the peacekeepers that will be deployed in the conflict zone
Minister said the co-chairs said nothing new while outlining the basic principles of the resolution of the conflict at the session of the OSCE Parliamentary Assembly in Croatia.
“They outlined the basic principles that we are discussing. We will continue working on these principles,†he said.
Asked about the sequence of the principles, the issue on the return of the internally displaced persons that is described in the fifth place, Elmar Mammadyarov said:
“The question is Nagorno Karabakh, not the surrounding regions. First of all the Azerbaijanis must return, so that the status of Nagorno Karabakh is determined,†he said.
Saying that the progress was achieved on some factors in the negotiation process, Mammadyarov noted that it is impossible to lose this process: “But there are difficulties in the negotiations on some principles. The compromise has not been achieved yet on it. We must find a new formula work on it to achieve compromise. Azerbaijan’s position is clear and unambiguous. The sooner peace is achieved, the better it isâ€.
Then the minister said that during his visit to the region, French President Nicolas Sarkozy said that the “status-quo†in the conflict was unacceptable, the co-chairs should continue their work.
Mammadyarov said that the major issue in the process of negotiations is not the status, but the occupation of the territories and the problem of the internally displaced persons: “Everyone understands it. Armenians understand it too. That’s why it is possible to determine the status of Nagorno Karabakh at the very endâ€.
Asked about the deployment of peacekeepers in the conflict zone, the minister said: “Everybody understands that it must happen. There is no confidence between us and Armenians. Therefore serious discussions are being held concerning the peacekeepers that will be deployed in the conflict zoneâ€.
