OSCE Minsk Group co-chairs make speech at organizationâ€™s Parliamentary Assembly

Baku. Habil Suleymnazadeh â€“ APA. The hearings on Nagorno Karabakh conflict has been held today in Dubrovnik city of Croatia within OSCE Parliamentary Assembly. APA reports that the OSCE Minsk Group co-chairs made a speech at the meeting led by Assemblyâ€™s Chairman Joao Soares.

The US co-chair Robert Bradtke said that the mediator countries do best for achievement of peace in the Caucasus region. The Diplomat said that they saw the settlement of the problem on the basis of 3 principles: non-use of force, the territorial integrity of the country and the right of peoples to self-determination. At the same time the co-chair said that they were working on settlement of Nagorno Karabakh conflict on the basis of 6 elements:

1) release from regions around Nagorno Karabakh
2) the giving of transitional status to Nagorno Karabakh
3) the security of direct communication of Armenia with Nagorno Karabakh
4) the final settlement of legal status of Nagorno Karabakh
5) the return of refugees and to their homes
6) the implementation of international security guarantees and peacemaking operation in the regions.

According to Bradtke, the sides adopt some principles, and donâ€™t want to adopt some principles. Thatâ€™s why, it is impossible to achieve the final agreement.

Then in his speech, Russian co-chair Igor Popov said that the settlement is possible only through diplomatic channels: â€œThe sides adopt certain principles, but they also reject the other principles. Such approach impedes the achievement of peace treatyâ€. Popov said that Russian side were taking serious efforts for settlement of the conflict, at the same time he underlined that the peace was possible on the basis of political will of the sides.

Personal Representatives of the OSCE Chairperson-in-Office Andrzej Kasprzyk also made speech at the session. He expressed concern over the incident in the contact line of troops which caused the death of 3 people. Kasprzyk said that the sides were addressed for conducting new monitoring in the contact line of troops next year for investigating the last bloody incident.
