PACE adopts declaration condemning illegal municipal elections in Nagorno Karabakh

Strasbourg. Fuad Gulubeyli â€“ Parliamentary Assembly of the Council of Europe adopted declaration condemning the illegal municipal elections held by the Armenian separatists in the occupied Nagorno Karabakh region of Azerbaijan on September 18. The written declaration prepared by member of the Azerbaijani delegation to PACE Ganira Pashayeva was signed by the parliamentarians of different countries represented at PACE and adopted as an official document of the Assembly.

The declaration was read by the PACE President at the Assemblyâ€™s meeting: â€œArmenia continues occupation of 20 percent of the internationally recognized territories of Azerbaijan, which is a member of PACE. The Assembly condemned this occupation in its resolution 1416 and demanded Armenia to withdraw its troops from the occupied territories of Azerbaijan. Despite it Armenia deliberately ignores the PACE and UN resolutions and illegal separatist regime established by Armenia in the occupied territories of Azerbaijan held illegal municipal elections in the unrecognized so-called Nagorno Karabakh Republic on September 18, 2011. These illegal elections are contradictory to the international law and resolutions adopted by the international organizations. It is serious blow on fragile discussions between Azerbaijan and Armenia over the settlement of Nagorno Karabakh conflict. Armeniaâ€™s steps toughen tensions in the regionâ€.

The declaration reads that most countries condemn these illegal elections held by Armenia. â€œTaking it into consideration, the Assembly strongly condemns these illegal elections and calls Armenia to stop such destructive and illegal steps, which are contradictory to the international law, because such steps are against the international law and resolutions adopted by the international organizations, negatively impact and threaten the process of negotiations over the settlement of Nagorno Karabakh conflict, intensify tensions in the region. PACE calls Armenia to observe the norms of the international law and take constructive position in the process of conflict settlementâ€.
