Baku Declaration adopted in conference of heads of law-enforcement agencies of OIC member states- FULL TEXT
-We confirm once more the importance of strengthening and uniting our position in combating threats and challenges in connection with transnational and organized crimes;
-We underline that we are decisive in taking concrete steps to investigate effective ways of implementation of all coordinated measures in combating all kinds of crimes, including terrorism, illicit turnover of firearms, drugs, psychotropic agents, human trafficking, illegal migration, cybercrimes, legalization of the money and other property gained illegally, financing of terrorism and corruption;
-We state that it is necessary to investigate joint methods of struggle against extremism and aggressive separatism and apply proper mechanisms;
-We confirm once more that we have will to combat separatist regimes and groups and prevent individuals and legal entities of OIC member states from having any relations with them;
-Irrespective of the ideology and ethnic background of criminals, form of crimes, we consider that it is important to work out methods and means teaching and covering that Islam condemns all terrorist acts, and prepare measures to determine main causes of terrorism and eliminate them;
-We underline particular role of immediate promotion of the strategy coordinated among OIC member states in combating international terrorism, illicit turnover of firearms, drugs, psychotropic agents, human trafficking, illegal migration, cybercrimes, legalization of the money and other property gained illegally, financing of terrorism, corruption, other kinds of transnational crimes, challenges posing threat to the international security and stability in the occupied and uncontrolled territories.
-We consider it necessary to promote various direct links between the law-enforcement agencies of the OIC member countries, including technical assistance, leading experience exchange, cooperation in the field of legislative researches on the activity of law-enforcement agencies;
-We welcome the useful systems for promoting the coordination and cooperation, exchanging of leading experience, operational experiences, special publications and legislative acts;
-We welcome educational trainings, workshops and program exchanges between the OIC member countries on all aspects of the law-enforcement activity;
-We emphasize the opinion exchanging on the mechanisms of cooperation in the fields of mutual legal assistance and extradition, as well as the importance of relevant documents in those fields;
-We express our interest to strengthen cooperation between the OIC and other international organizations in the fields of combating the transnational organized crime and mutual legal assistance;
-Welcoming the proposals and recommendations made at the expert meeting in Baku on October 22-23, 2007 for preparations to the conference of law-enforcement agencies of the OIC member countries, we note that the law-enforcement agencies of the OIC member countries will hold its biennial meetings and emergency sessions if it is required by one of the member countries and supported by two third majority;
-We welcome the expert meetings before the regular conferences of the law-enforcement agencies of the OIC member countries for specifying the conference agenda and the list of the issues to be discussed;
- The OIC Secretary General will coordinate the exact venue and date of the second conference of the law-enforcement agencies of the OIC member countries with the member countries and will inform them about that;
The participants thanked the government and People of Azerbaijan for high-level organization of the conference of law-enforcement agencies of the OIC member countries in Baku, for sincere hospitality and welcomed the start of cooperation within current framework.
