Budget revenues from the non-oil sector exceeded the forecast by more than AZN 300 million, Finance Minister Sahil Babayev said during the discussion of the draft law “On the Execution of the 2025 State Budget” at today’s plenary session of the Milli Majlis, APA reports.
The minister noted that significant positive results were achieved in public finance management in 2025.
“State budget revenues in 2025 amounted to AZN 39.2 billion, exceeding the forecast by AZN 829 million, or 2.2%, and surpassing the 2024 figure by AZN 2 billion, or 5.4%. Revenues from the non-oil sector totaled AZN 20.4 billion, exceeding the forecast by AZN 311 million. Accounting for 52% of total budget revenues, this figure exceeded the 2024 indicator by AZN 756 million.
The increase in the share of non-oil tax revenues in the state budget to 59%, up by 2.7 percentage points compared to the previous year, is an important indicator of the decreasing dependence of the budget on oil revenues. Last year, AZN 16.4 billion was secured for the budget through tax authorities and AZN 6.4 billion through customs authorities. Of the funds collected through tax authorities, AZN 12 billion, or 73.4%, came from the non-oil sector, while AZN 4.4 billion, or 26.6%, came from the oil sector.
Revenues from paid services provided by budget-funded organizations amounted to AZN 680 million, which is AZN 132 million more than in 2024,” Babayev said.
Sahil Babayev noted that during the reporting period, transfers from the State Oil Fund to the state budget were made in the planned amount of AZN 14.5 billion.
