Council of Europe anti-torture Committee to visit Azerbaijan next year

APA’s Europe bureau reports that Azerbaijan is also among the states that will be visited by the committee.
Persons in possession of information concerning deprivation of liberty in any of these countries which they believe could assist the CPT are invited to bring it to the Committee’s attention. The CPT will also organise ad hoc visits whenever it considers this is required by the circumstances.
The Committee has the right to visit, at any time, any place where persons are deprived of their liberty by a public authority. It also has the right to interview detained persons in private, and to enter into contact with anyone else who may be able to provide relevant information. After each visit, the CPT sends a confidential report containing its conclusions and recommendations to the State concerned. This constitutes the basis for a dialogue between the CPT and the national authorities in order to strengthen the protection of detained persons from ill-treatment.

CPT has visited Azerbaijan five times up to now. The committee last visited Azerbaijan in December, 2008 and released its report on Azerbaijan in November, 2009. The Azerbaijani government gave permission to publicize only two of the reports – the reports for 2004 and 2009 were made public.
