Baku. Ramil Mammadli – APA. “The meeting of the Standing Committee has been held today as a part of the OSCE PA session in Budva, Montenegro. Michel Voisin, a special coordinator of the OSCE Chairman-in-Office and head of the OSCE short-term observation mission in the Azerbaijani presidential elections, has delivered a report at the meeting.

 

MP Elkhan Suleymanov told APA that Voisin said the report made by the observation mission of the OSCE Office for Democratic Institutions and Human Rights (ODIHR) on the Azerbaijani presidential elections contains only negative cases regarding the election process: “He expressed his regret that this statement is a one-sided document that does not reflect the positive opinions of the observers of the OSCE PA, PACE and European Parliament. Voisin also said it is impossible to agree with the provisions reflected in the report of OSCE/ODIHR and brought to the attention of the committee members that he thoroughly explained his opinions on it in his report submitted to the secretariat. Michel Voisin regarded the Azerbaijani presidential elections as an important step towards the Council of Europe and OSCE standards. He stressed that the elections have been transparent, free and fair and a progress towards democracy. Voisin also noted that he fully agrees with the reports of the PACE and European Parliament.

 

Elkhan Suleymanov said Voisin addressing the Standing Committee objected to the first sentence of the statement made by OSCE/ODIHR in Baku on October 10, which said that the document was prepared jointly by OSCE/ODIHR and OSCE PA.

 

"He stated that the members of the OSCE PA observation mission did not participate in the preparation of the document. Being the head of the OSCE PA he said he was present in the discussion, not in the preparation of the document and opposed the statement," he said.

 

The parliamentarian underlined that at the meeting of the Standing Committee Michel Voisin said winner was determined in the presidential elections in Azerbaijan. He called on the members of the OSCE Parliamentary Assembly to leave the OSCE/ODIHR.
