Azerbaijan’s Constitutional Court gives positive opinion on constitutional amendments - <font color=red>UPDATED </font>

APA reports that following the meeting, chairman of the Constitutional Court of Azerbaijan Farhad Abdullayev announced that positive opinion had been given to the draft.
Abdullayev said on December 19, the parliament passed a decision to submit the draft Referendum Act on “Amendments and annexes to the Constitution of Azerbaijan Republic” to the Constitutional Court.
“The draft referendum act submitted by the parliament proposes 41 amendments in 29 articles. 17 of them propose to add new parts and points to the articles, 7 to add words, 7 new word and words, 6 to add new sentences, 2 to edit the article, 1 to rename the article and 1 to exclude a word from the article. According to Article 61.4 of the “Law on the Constitutional Court”, Constitutional Court passed an opinion that the proposed amendments meet the requirements of Article 155 of Azerbaijan’s Constitution. The Plenum of the Constitutional Court considers that proposed constitutional amendments aim to improve most norms of the Constitution legally, increase social orientation of the state, protect human rights and freedoms more efficiently, improve work of supreme authorities, judicial bodies. The proposal to substitute the word “national” by “central” in Articles 19 and 109 of Azerbaijan’s Constitution has been extended, we consider it expedient to reflect it in Article 95. Constitutional Court considers that proposed constitutional amendments can be put to referendum, as they do not contradict common provisions of Azerbaijani Constitution on the principles of government by the people and state and requirements of Article 155. The decision comes into force upon the date of issue. The decision is resolute, no body or a person can cancel, or change it,” he said.
