He completed school in Baku in 1967-1977. Ilham attended Moscow State Institute of International Relations (MGIMO) in 1977, receiving a PhD in history in 1985, before starting to teach at MGIMO in 1990. Ilham Aliyev was vice-president of the State Oil Company of Azerbaijan (SOCAR) in 1994-2003.Then he was elected first vice-president of SOCAR. He actively participated in realization of oil strategy of Heydar Aliyev.
Ä°lham was elected to parliament (Milli Majlis) in 1995 and in 2000. He was Head of Azerbaijani delegation to PACE in 2001-2003. He was elected PACE vice-president and member of PACE Bureau in January, 2003. Aliyev was elected Prime Minister in 2003. Ilham Aliyev was elected as the President of Azerbaijani Republic on October 15, 2003 and he started work on October 31. Ilham Aliyev collecting over 88% votes of electors was reelected as the President of Azerbaijani Republic on October 15, 2008.
