Azerbaijani parliament adopts amendment to law on new administrative territorial districts

According to APA, chairman of the parliament’s committee on regional affairs Arif Rahimzadeh spoke about the project.

According to the amendment, the divisional administrative territorial district is the territory by the local authorities in the territorial district being the administrative center of the urban administrative territorial district not having regional division and the part of the urban administrative territorial district not covered by the administrative territorial district. The divisional administrative territorial districts are established for making the state agencies closer to population and their work more effective.

The divisional administrative district will be established in the territory with at least 20 000 population and there could be some exceptional cases when the district is established in the territory with population less than 20 000.

MP Gudrat Hasanguliyev was against the amendments. He said it demands additional expenditures. “We shouldn’t adopt this draft law because it didn’t pass examination and the parliament was not informed about that”.

MP Ilyas Islamyilov also supported Hasanguliyev’s opinion.

Deputy chairman of the committee on regional affairs Tahir Rzayev called the amendment progressive and said it doesn’t damage the state budget.

Vice speaker of the parliament Bahar Muradova and MP Zahid Oruj have also supported the amendment.

The draft law was adopted by majority of votes.
