Jafar Veliyev was born on November 12, 1930 in Baku. He graduated from Leningrad State University’s Law School in 1953. He worked as the first deputy prosecutor of Azerbaijan in 1962-1971, head of administrative department of Azerbaijan Communist Party’s Central Committee in 1971-1978, internal affairs minister of Azerbaijan in 1979-1987, then chairman of the CEC and chairman of the economic court of Azerbaijan.
He was Doctor of Law (1963), professor, member of the Azerbaijan National Creative Academy (1991), honorary lawyer (1990) and Lieutenant-General of internal affairs service.
He was awarded with medals of Glory and Independence of Azerbaijan, as well as medals of former USSR, Poland, Czechoslovakia, Mongolia and Cuba.
