Azerbaijani parliament adopts draft law on â€œMilitary job and military serviceâ€ in second reading

First vice-speaker of the parliament, chairman of the committee for security and defense Ziyafat Asgarov gave information about the 9-chapter draft law. He said in accordance with paragraph 18 of the 1st part of article 94 of the Constitution, the law determines the legal regulation of the military job and military service.
â€œThe draft law especially envisages treatment of the persons included into the military registration at the government expenses, proposals on establishment of data bank about the draftees,â€ he said.

MP Ali Masimli offered granting of draft deferment to the persons studying masterâ€™s program, Sevinj Huseynova proposed to strengthen military, material-technical basis of schools. MP Gular Ahmadova said draft deferment should be granted to the persons studying masterâ€™s program.

MP Ganira Pashayeva said at least the students getting education abroad should be given a right of deferment of military service. She suggested raising the level of military training programs in the secondary schools.

Ziyafat Asgarov said the deferment right for the students abroad should be discussed and coordinated with the Ministry of Education.

Chairman of BAXCP, MP Gudrat Hasanguliyev said except the small arms, other technical equipments, particularly heavy artillery should be used by the professionals. He proposed to reduce the term of military service to one year, but Asgarov didnâ€™t agree with his proposal. â€œWe live in the country, which has one million refugees, 20 percent of our lands are under the occupation, but you say that the term of military service should be reducedâ€.

The draft law was adopted in second reading.

Then the draft law on â€œMilitary jobs and military serviceâ€ was adopted in third reading.

The parliament ended its meeting.
