Most political parties don’t restrict election of one person for several times as chairman of party
Musavat Party also holds its congress every four years. According to its charter, this party doesn’t allow one person to be elected more that two times.
Azerbaijan Popular Front Party (AXCP) holds congresses biennially, but the party can not observe this point of its charter claiming that problem of venue. AXCP has no such point in its charter which restricts election of one person for several times.
Azerbaijan Democratic Party has following point in this charter: one person can not be elected more than two times as the chairman. ADP holds its congress every five years.
Citizen and Development Party (VIP) holds its congress every three years, but it has a right to hold extraordinary congresses as well. There is no point in its charter about the election of one person for several times.
Azerbaijan National Independence Party (AMIP) holds its congress every three years and its chairman can not be elected not for more than two terms.
Classic Popular Front Party (KXCP) also holds congresses every three years and it has no restriction on chairman election.
Civil Solidarity Party (VHP) holds congresses every four years and has no restriction on chairman election.
Democratic Reforms Party’s (DIP) congress is convened biennially by its Political Council and there is no restriction on election of same person for several times.
Umid and Azerbaijan Liberal Party hold their congresses every four times and have no restriction on chairman election.
The comments were made by Hikmet Hajizadeh and he said there is no experience of restriction on election of party leaders in the world. “The experience of election of one person was implemented for the first time in America in the middle of 20th century and then it was spread among other countries. This experience is related to the persons who took high posts in the government. There is no experience of restriction on the election of one person for several times in the world. This idea was used in Azerbaijan for the first time by Musavat party, which put forward it from the view of democratization. Principally such country as Azerbaijan needs to impose restrictions on the election of one person several times as the chairman of the partyâ€.
