Parliament adopts bill on appointment of Zakir Garalov as Azerbaijani Prosecutor General for next term
“He has been Prosecutor General for 10 years. His activity has been praiseworthy,†he said.
Chairman of the parliament’s committee for legal policy and statehood Ali Huseynov said Zakir Garalov had achieved serious improvements in the prosecuting authorities, reforms in that field continued successfully.
MP Azay Guliyev said Zakir Garalov had justified confidence.
“We are sure that Zakir Garalov will further work successfully,†he said.
Following the discussions, Zakir Garalov’s appointment was confirmed. 103 voted for, 6 against the appointment.
According to the legislation, Prosecutor General of Azerbaijan is appointed every five years. Zakir Garalov had been appointed to this post twice. His tenure expired on April 25.
Some days ago Azerbaijani President sent a draft law to the parliament for appointing Zakir Garalov as Prosecutor General again.
The law on “Prosecuting authorities†was amended last year. The sentence “One and the same person can not be appointed Prosecutor General of Azerbaijan Republic, Military Prosecutor of Azerbaijan Republic, Prosecutor of Nakhchivan Autonomous Republic more than twice†was removed from the 2nd part of Article 16 of the law.
Dossier. Zakir Bakir Garalov was born in Dmanisi, Republic of Georgia in 1956. he started his labor activity as a worker in 1973. In 1979 he graduated from the faculty of law of Baku State University. He had worked as assistant prosecutor of Sabail district of Baku, district prosecutor and prosecutor at the Republic Prosecutor’s Office, assistant prosecutor of Nasimi district of Baku and prosecutor of that district. In 1991-1995 he worked in the Republic Prosecutor’s Office. In 1995, Zakir Garalov was appointed prosecutor of Sabunchu district and the title of senior Counsellor in Justice was conferred on him. In 1998, Garalov was appointed prosecutor of Ganja. On April 26, 2000, under the decree of Heydar Aliyev he was appointed Prosecutor General of Azerbaijan, the title of third-grade Counsellor in Justice was conferred on Zakir Garalov. President Ilham Aliyev appointed Zakir Garalov as Prosecutor General of Azerbaijan for the second term on April 26, 2005.
