Official of Azerbaijani Presidential Administration: The recent proposals of OSCE on making changes to the Electoral Code are not based on any practical analysis

Making regular changes can not be put as a target in any state,â€ chief of legislation and legal examination department of the Presidential Administration Shahin Aliyev said, APA reports.

Shahin Aliyev says no law can be regarded as perfect and destined to be eternal.
â€œWhile making changes to the Electoral Code, the Azerbaijani government closely cooperated with the OSCE, Venice Commission of the Council of Europe, 90 percent of their recommendations were taken into consideration. We are ready to continue this cooperation. But we want any change to be grounded, based on the analysis of the practical application. As a result of this analysis certain proposals should be put forward. Unfortunately, the recent proposals of OSCE on making changes to the Electoral Code are not based on such analyses. We can name about 50 formulas concerning the organization of election commissions. Why is it proposed to organize election commissions by 1/3 principle? What analysis is it based on? Which shortcomings do they observe in the present practice that they offer new form?â€ he said.

Presidential Administration official notes that parliamentary elections in Azerbaijan are in the focus of attention of President and Presidential Administration, if there is a problem, an appropriate reaction will be shown.

As regards the demands on holding mass actions in the center of the city, Shahin Aliyev said everybody is aware of the dense traffic in Baku.
â€œProblems occur, when roads are repaired in Baku. If a mass event is held in the center of Baku in the evening, the city will be paralyzed. The places allocated by the city administration are suitable for holding rallies,â€ he said.
