"Parliament plays a critical role in aligning national policies across the skills and climate agendas to support a just transition. Through law-making, budgeting, and oversight, Parliament can drive a coherent approach that integrates climate action with skills development, ensuring that citizens are prepared for green jobs and that no one is left behind," Member of Azerbaijan's Parliament Nigar Mammadova said at the High-Level Tripartite Roundtable on Green Jobs and Skills held within the framework of the COP29, APA reports.
According to the MP, we must legislate for the integration of green skills into educational systems: "This means embedding sustainability principles into school curricula, technical and vocational education, and workforce training. By ensuring that these green skills are incorporated at all levels, we provide our citizens with the tools to thrive in a green economy."
Nigar Mammadova noted that it is important to recognise that aligning policies across skills and climate agendas for a just transition is a gradual process: "As green technologies and labour market dynamics evolve, policies must be carefully developed and adapted in a dynamic manner. This requires ongoing collaboration between government, business, academia, and civil society, as well as a sustained commitment to long-term goals.
As a key oversight body, Parliament must ensure transparency and accountability. We need regular reviews of national climate and skills strategies and action plans, tracking of public expenditures, and rigorous accountability for ministries responsible for implementing green policies. By legislating for inclusive and accessible green jobs and skills training, we can ensure that every Azerbaijani has the opportunity to benefit from the green economy."
