He also added that impunity in the country is of a systemized nature as it has interfered all the structures and machineries of the state.
For his part, the head of the Helsinki Assembly Vanadzor office, Artur Sakunts, said that 92 cases of death were fixed in mental hospitals of Armenia from 1 January 2010 till 1 January 2012, but no investigation was held. He also added that the number of the death cases in the army has grown. "Since the beginning of 2012, 43 soldiers have died in the country, 12 of which because of the ceasefire regime breaking, but the authorities ignored these cases as well", - he said.
He also touched on torture of prisoners and flouting of their rights.
