Vahid Hajiyev: New settlements are being designed in line with environmental sustainability principles

“We saw the destroyed buildings, ruins, and consequences of war in Jabrayil, Gubadli, and Zangilan. Those ruins and destroyed structures are the remnants of once vibrant cities and villages located in Eastern Zangezur," Azerbaijan’s Special Representative of the President for Jabrayil, Gubadli, and Zangilan districts, Vahid Hajiyev, said during the event titled “From Urbicide to Revival: Sustainable Reconstruction, Resettlement and Development in Azerbaijan’s Liberated Territories” held within the framework of WUF13, APA reports.

He stated that as a result of the occupation, hundreds of thousands of people were displaced from their homes, families were separated, and the region was subjected to large-scale destruction: “The destruction was not limited only to buildings. It was a tragic example of urbicide – the deliberate destruction of urban life and living spaces. Alongside this, culturicide also took place, accompanied by the destruction of historical, cultural, and religious heritage. Today, however, we are already speaking about territories where restoration has begun. One of the main problems we face daily is the mine threat. Mines still exist and continue to pose danger. Nevertheless, the areas where people live are sufficiently safe. The mine problem still remains one of the main challenges, and the tireless work of deminers ensuring people’s safety should be especially noted.”

He noted that the main priority is not only building houses: “The goal was to create infrastructure where people could live dignified and prosperous lives. New settlements are being designed in line with the principles of efficient resource management, energy efficiency, modern public services, and environmental sustainability. Our goal is not only to build houses, but to create safe and sustainable communities where former internally displaced persons can live with dignity and in conditions of long-term comfort.

The first village we built was Aghali village located in Zangilan. Currently, the nearby Mammadbayli village also exists. In drone footage, Aghali village can be seen on the left, while Mammadbayli village is on the right. In the middle, there is a public service center where state services used by people in their daily lives are located. A school, kindergarten, and other social facilities operate there. All houses in the village are equipped with solar panels. Since our region has high solar energy potential, this technology is widely used.”
