The reconstruction work carried out in Karabakh and Eastern Zangezur is a successful example of the dignified return of displaced Azerbaijanis in the post-conflict period, UN Resident Coordinator ad interim in Azerbaijan Igor Garafulic said at the session titled “Climate action contributing to peace through urban solutions in vulnerable and conflict-affected areas” held within the framework of the World Urban Forum (WUF13) in Baku, APA-Economics reports.
According to him, climate action, peacebuilding and sustainable urbanization cannot be considered separately from each other, especially in vulnerable and conflict-affected countries.
“It is necessary not simply to restore what was lost, but to rebuild it better,” I. Garafulic noted.
He stated that the integrated approach combines housing provision, public utilities, climate resilience and peacebuilding within a single framework.
According to the UN official, such an approach enables countries to transition from short-term recovery to the creation of long-term sustainable and inclusive urban systems.
I. Garafulic noted that the projects implemented in Karabakh and Eastern Zangezur present important experience in this regard.
“What I saw during my visit to the liberated territories impressed me greatly. Universities, clinics and ASAN service centers are being built here based on the principles of high quality and human dignity,” he emphasized.
According to him, this experience shows that post-conflict recovery prioritizes people’s quality of life and well-being.
