Compensation has already been paid to 200,000 families for homes damaged or destroyed as a result of the war in Ukraine, Olena Shulyak, Chairperson of the Committee on the Organization of State Power, Local Self-Government, Regional Development and Urban Planning of the Verkhovna Rada of Ukraine, said during the roundtable titled “Parliamentarians: Translating Urban Commitments into National Action – The Parliamentary Path to Housing for All” held within the framework of WUF13, APA-Economics reports.
According to her, 6 million Ukrainians are currently displaced within the country, while 5 million people live with internally displaced person status.
Shulyak noted that in the first months of Russia’s large-scale invasion, the Ukrainian parliament adopted a law envisaging compensation for damaged and destroyed housing.
According to the committee chairperson, compensation financing at the initial stage was carried out through frozen Russian bank assets. Later, international partners such as the World Bank and the Council of Europe Development Bank (CEB) also joined the process.
She stated that the new law adopted this year creates the opportunity to form a modern social housing policy in Ukraine in line with contemporary standards.
Olena Shulyak stressed that safety, energy efficiency, accessibility and a barrier-free environment have been identified as the main priorities in the new housing policy.
According to her, the design of residential neighborhoods, underground schools and shelters in Ukraine is already being carried out taking security requirements into account.
