It is important to approach the housing issue not only from the perspective of urban planning and social welfare, but also as a strategic element of gender equality, human rights, and inclusive development, Bahar Muradova, Chairperson of the State Committee for Family, Women and Children Affairs, said during a roundtable held within the framework of WUF13, APA reports.
She noted that the right to adequate housing is one of the fundamental pillars of human dignity, health, safety, and social inclusion. However, systemic problems existing on a global scale prevent millions of people from fully exercising this right.
The Chairperson of the State Committee stressed that internally displaced women, elderly women, women with disabilities, and women working in informal employment are particularly vulnerable in cases of gender-based violence.
According to Bahar Muradova, the lack of safe and adequate housing leaves women facing difficult choices: “Women are forced either to remain in violent environments or to face the risk of poverty and homelessness.”
She stated that this situation demonstrates that housing policy is not only an issue of living space, but is also directly connected with human security, social protection, and fundamental rights.
Bahar Muradova emphasized that legal and institutional mechanisms at the national, regional, and local levels should ensure safer and more equal access to land and housing rights for women.
In her opinion, this approach should be reflected not only in legislation, but also in access to credit resources, social housing programs, financial inclusion, and social protection.
The Chairperson of the State Committee said that Azerbaijan has identified the promotion of gender equality as one of the key priorities of state policy.
Bahar Muradova added that over the past six years, the State Committee has submitted annual reports to parliament on the state of gender equality, and that the adoption of a new national action plan serves to implement policies in this field in a more systematic manner.
