The legalization of illegal constructions may help resolve social problems, but in the long term it could create new risks, Azerbaijan’s Economy Minister Mikayil Jabbarov said during the dialogue session titled “Transforming Informal Settlements and Slums: Housing for the World,” held within the framework of WUF13, APA-Economics reports.
According to him, in recent years Azerbaijan has simplified the procedures for commissioning multi-apartment residential buildings, while amnesty mechanisms have been applied for some informal constructions that comply with urban planning standards.
The minister noted that the legalization process should be approached cautiously. He said that while granting simple amnesty to illegal constructions may solve certain social problems in the short term, it could encourage an increase in unauthorized construction in the future.
According to Mikayil Jabbarov, this, in turn, could lead to increased pressure on land use, agricultural lands, forest areas, water resources, and critical infrastructure zones.
