Angola begins prioritizing private sector in housing construction

Angola has begun expanding the public-private partnership model in housing provision and increasing the role of the private sector, Angola’s State Secretary Conceição Luís Cristóvão said during the ministerial roundtable titled “From Political Commitment to Implementation Readiness” held within the framework of the World Urban Forum (WUF13), APA-Economics reports.

According to her, although more than 350,000 houses were built in the country with state funds, problems later emerged regarding housing payments. For this reason, the government decided to switch to a new model.

Cristóvão noted that under the new approach, the state provides water, energy and other communal infrastructure, while the private sector carries out the construction of residential buildings.

She stated that the construction of social housing for low-income families will continue, while new projects for teachers, doctors and other middle-income citizens will be implemented within the framework of public-private partnerships.

According to the state secretary, Luanda’s population currently exceeds 10 million and is expected to reach 20 million in the future. Therefore, the government is expanding cooperation with the private sector in housing provision.
