As we reported, the Chairman of the State Committee for Urban Planning and Architecture of the Republic of Azerbaijan, Anar Guliyev, is participating in a number of events within the framework of COP30 held in Belem, State Committee for Urban Planning and Architecture told APA.
The statement noted that at the side event “Climate Action Starts at Home: Housing Provision in a Changing Climate,” held on November 14, the Committee Chairman emphasized the importance of affordable and sustainable housing in terms of protecting human rights, climate resilience, and inclusive development. It was stated that housing is both affected by climate change and contributes to it. Therefore, urban planning and construction processes must minimize their environmental impact and enhance community well-being. He also noted that, as Co-Chair of the UN Intergovernmental Working Group under the “Affordable Housing for All” resolution, Azerbaijan will ensure the integration of climate aspects into global housing principles.
Anar Guliyev said that next year's 13th World Urban Forum (WUF13), to be held in Baku, will prioritize the issue of housing as a key component of policies on climate resilience and social inclusion. The Forum will provide an opportunity to expand low-carbon and sustainable construction practices, promote inclusive urban policies, and present Azerbaijan’s innovative urban planning initiatives — Baku’s people-centered and climate-resilient Master Plan, the “Great Return” program implemented in the liberated territories, as well as affordable housing projects.
At another side event titled “Baku Sustainability Coalition: The Path to Housing and Climate Solutions,” the Committee Chairman highlighted the role of the Coalition, established during COP29, in global cooperation on climate-resilient and people-centered urban planning. He stated that the Coalition — whose core participants include the hosts of COP and WUF (Egypt, the UAE, Azerbaijan, and Brazil) and which is open to partner countries — operates in the areas of communication, showcasing successful projects, maintaining ministerial-level dialogue, and engaging various stakeholders in the process. Anar Guliyev stressed that enhanced coordination through the Coalition will accelerate the local implementation of global commitments within WUF13 and contribute to building safe, inclusive, and sustainable cities.
As the national coordinator for WUF13, Anar Guliyev also invited all event participants to take part in next year’s 13th World Urban Forum in Baku, which will offer a unique opportunity for global discussions on innovative urban planning.
