Deputy PM: Azerbaijan unlikely to adopt mandatory medical insurance in 1-2 years

Quality medical care is provided within mandatory health insurance, which is reflected in the number of those going to hospitals, Deputy Prime Minister Ali Ahmadov said today at a press conference on the implementation of the Action Plan “On the prevention of non-formal employment in the Republic of Azerbaijan", APA reports.

 

Ahmadov said that in the future, mandatory health insurance for disabled people, children and pensioners in the whole country will be paid for by government.

 

"Employees will pay mandatory health insurance. As for the insurance fee, it is a very serious problem. In some European countries, the mandatory medical insurance fee is in the amount transferred to the pension fund, but our society is not ready for it. So the payment will be split between employers and employees. We will try to find a common ground so that people's wages and living conditions are not overburdened. We have made a rough estimate of how much extra funds should be allocated so that healthcare can be improved,” said the deputy PM.

 

He noted that in order to shift to full mandatory health insurance, the funds allocated to health should be increased by 2-2.5 times.

 

“Today, the number of hired people in the country reaches 1.5 million. We also have proposals for the unemployed people. They will be entitled to use mandatory health insurance once or twice a year. If officially unemployed people do not pay this fund, they will pay the cost of all the medical services themselves.  Compared to Europe, the mandatory health insurance fee will be symbolic at the initial stage. This figure may increase as wages rise in future.”

 

As for the services included in mandatory health insurance package, the deputy PM noted that calculations should be made in future.

 

“The medical service package will be defined within the mandatory health insurance. We will try this package to cover sufficient medical services. It is impossible to shift to full mandatory health insurance in Azerbaijan within the 1-2 years. We will work on mandatory health insurance next year to ensure a smooth transition. For instance, what will happen, if all hospitals shift to mandatory health insurance, but the majority of people don’t pay mandatory health insurance fee? That’s why, a smooth transition should be ensured,” he added.
