An international forum titled "SOCGOV 2026: Digital Analytics for Smart Governance" has been held in the city of Khankendi, APA's Karabakh bureau reports.
Government officials from various countries, as well as local and international experts, participated in the forum organized by the DOST Agency under the Ministry of Labor and Social Protection of the Population.
The aim of the forum was to assess the prospects for applying artificial intelligence and digital analytics in social services, identify innovative solutions to make relations between the state and citizens more accessible, flexible, and transparent, and exchange best practices in smart governance models.
Turkish Minister of Labor and Social Security Vedat Işıkhan noted the importance of the digital transformation of public services in his speech. He stated that, as of the end of 2025, the number of users of Türkiye's "e-Government Gateway" portal had exceeded 68 million. Currently, more than 9,000 services are provided through the portal.
Marcelo Abi-Ramia Caetano, Secretary General of the International Social Security Association, emphasized in his video address that artificial intelligence, data-driven solutions, and digital public services create extensive opportunities to make social security more accessible, efficient, and inclusive. Christian Fillet, Chair of the European Social Network, also spoke about the advantages of digital analytics and artificial intelligence in social services in his video address.
Sirojiddin Abdullayev, Deputy Director of Uzbekistan's National Social Protection Agency, said in an interview with journalists that up to 80 percent of social services in his country are provided digitally. According to him, nearly 20 cooperation initiatives have been implemented between Azerbaijan and Uzbekistan in the field of social services. INSON centers have also been established in Uzbekistan following the example of Azerbaijan's DOST centers. He noted that work on the digitalization of services and the application of artificial intelligence is continuing within the framework of cooperation with the DOST Agency.
At the conclusion of the forum, a Declaration was adopted supporting the development of the SOCGOV initiative as an institutional and sustainable platform for international dialogue, exchange of experience, and partnership on the future of social governance. The document emphasized the importance of expanding the use of reliable data, modern analytical tools, and evidence-based decision-making mechanisms in the formulation and implementation of social policy.
A joint event organized by ASAN Service and Karabakh University was also held within the framework of the forum. Delegations from Türkiye and Uzbekistan visited Victory Park and Karabakh University in Khankendi.
