Foreign prisoners in Azerbaijan to receive medical services under compulsory health insurance

Foreign nationals serving prison sentences, whether for a fixed term or life imprisonment (excluding those in colony-type penitentiaries), will now receive medical services under Azerbaijan’s compulsory health insurance system, APA reports.

This provision is included in proposed amendments to the “Law on Medical Insurance,” discussed during today’s session of the National Assembly.

The draft law aims to ensure that prisoners serving fixed-term or life sentences undergo medical examinations within the framework of compulsory health insurance.

According to the proposed amendments, such individuals are added to Article 15-2.1 of the law, while Article 15-2.3 will remove the previously defined subject category. The changes also consider cases where these individuals are foreign nationals or stateless persons.

Given the special nature of medical services for this category, a new Article 15-17.2.3-3 will be added, defining the conditions for providing medical services within the Services Envelope.

After discussions, the draft law was put to a vote and adopted in the first reading.
