On September 13, the first resettlement process to the village of Seyidbayli in the Khojaly district was carried out, the Public Relations Department of the Restoration, Construction and Management Service in the cities of Khankendi, Aghdara, and Khojaly told APA’s Karabakh bureau.
30 people were relocated to the village in the first phase.
They have been settled into their new homes today.
Sabuhi Gahramanov, the Deputy of the Special Representative of the President in the city of Khankendi and the districts of Aghdara and Khojaly, who presented the keys to the houses to the families, informed the residents that modern individual residential houses have been built in the village of Seyidbayli, gas, electricity, and water lines have been fully restored, and other social infrastructure facilities have been made available for the residents' use.
The residents also shared the joy of returning to their native land today.
Recall that the village of Seyidbayli in the Khojaly district was under the occupation of the Armed Forces of Armenia from 1992 to 2020. According to the trilateral statement signed on November 10, 2020, as a result of the Second Karabakh War, the village of Seyidbayli came under the control of the Russian peacekeeping forces. As a result of the local anti-terror measures carried out on September 19–20, 2023, the village was returned to the control of the Armed Forces of the Republic of Azerbaijan.

In accordance with the Great Return plan, the process of relocating the population to the village of Seyidbayli in the Khojaly district is being carried out for the first time, APA’s Karabakh bureau reports.
In the first phase, 9 families – 31 people – are being relocated to the village of Seyidbayli.
The families moving to the village were previously temporarily settled in various parts of the republic, mainly in dormitories, sanatoriums, and administrative buildings.
