According to the decision, flags will fly at half-mast at home and in Azeri diplomatic missions abroad.
Baku Metro said all subway stations will be decorated with mourning flowers and black ribbons, and mourning music will be sounded to commemorate the Black January victims. Horns of trains will be sounded at 12.00 pm for a minute.
Black January, also known as the January Massacre was a crackdown of Azeri protest demonstrations by the Soviet army in Baku on January 20, 1990.
Soviet troops stormed Baku, killing and wounding hundreads of people in the densely populated city.
In 1994, the National Assembly of Azerbaijan (Milli Majlis) gave the events a full political and legal evaluation for the first time.
