Shamsaddin Hajiyev: “New draft bill on education considers starting of preschool education at the age of three and compulsory education at the five”

Baku. Elbrus Seyfullayev–APA. The draft bill on education is discussed at the Parliament’s Standing Commission on Science and Education on Monday in the second reading. Chairman of the Commission Shamsaddin Hajiyev reported about the draft bill, APA reports. He said a considerable work was done for elaboration of the draft and three points were completely removed from the document. The document clearly describes the structure of education, status of education centers and steps of education, which also considers beginning of preschool education at the age of three and compulsory education at the five. The new law cuts the compulsory education in the secondary schools from 11 to 9 years and classifies the full secondary education. Hajiyev said the high education was divided into three steps in the drat law and every step was considered a full high education. The Commission Chairman said post-graduate step was removed from the bill because there was no such step in the world education system. He said the doctorate would cover two steps – PhD and Doctor of Arts. PhD equals to current candidate’s degree. According to the draft law, the centers of education became independent, but will be controlled and funded directly.
Age qualifications in the education are commissioned to the relevant executive bodies. The commission chairman said the draft law, which considered liberal education system in Azerbaijan, gained positive opinions from the international organizations. Discussions on the draft law are continued.
