Baku hosts international conference on application of international standards and strategic human rights litigation

Baku. Kamala Gulieva-APA. Two-day international conference on application of international standards and strategic human rights litigation kicked off in Baku. The conference was organized by OSCE Office in Baku, Netherlands Helsinki Committee, Interights organization and Legal Education Society, APA reports.
Veronika Kotek, Special Representative of the Secretary General of the Council of Europe addressing the event noted that national judicial system should obey legitimacy and fair trial standards. Ms. Kotek stressed that then there would not be need for international courts, as well as European Court of Human Rights. Kotek considered that international courts should not be substituted with national judicial systems.
“We recommend member countries to eliminate shortcomings in national judicial systems. It can cause decrease of appeals in the European Court”, he said.
Ambassador Jose-Luis Herrero Ansola, Head of OSCE Office in Baku urged Azerbaijani courts to implement international standards in their experiment.
“Judges, lawyers, NGOs should participate in this process mutually. The courts are tools for improvement of judicial system. Several local judges approach towards European court as enemy. Nevertheless, appeals received by the European Court are mostly linked with shortcomings in national judicial system”, he said.
Kamala Laghate, Project Manager of Netherlands Helsinki Committee underlined that conference on application of international standards and strategic human rights litigation would be carried out in Georgia, Armenia along with Azerbaijan. To her, the aim of the project is to consider strategic litigation.
“Strategic litigation means a breach of law covering not only individual, but a big group. Our lawyers will assist such processes”, she said.
