A National Action Plan for 2028–2035 to combat atmospheric air pollution will be developed in Azerbaijan, APA reports.
President Ilham Aliyev has signed a relevant order.
According to the order, the State Commission on Climate Change and Atmospheric Air Protection, established by Order No. 560 of the President of the Republic of Azerbaijan dated April 30, 1997, must prepare and submit to the President of the Republic of Azerbaijan by November 1, 2027, the draft "National Action Plan for 2028–2035 to Combat Atmospheric Air Pollution in the Republic of Azerbaijan" to ensure the implementation of systematic and coordinated measures aimed at preventing atmospheric air pollution and improving air quality.
During the preparation of the draft National Action Plan, comprehensive implementation of the clean environment and "green growth" country priorities defined in the "Azerbaijan 2030: National Priorities for Socio-Economic Development," approved by Order No. 2469 of the President of the Republic of Azerbaijan dated February 2, 2021, in conjunction with the Paris Agreement adopted at the 21st Conference of the Parties (COP21) to the United Nations Framework Convention on Climate Change, as well as the outcomes of the 29th Conference of the Parties (COP29) and the targets of the country's "Updated Third Nationally Determined Contributions" document and "Azerbaijan's Long-Term Low-Carbon Development Strategy," must be ensured.
The preparation process must also ensure the assessment of the current state of atmospheric air quality, the main sources of pollution, and the negative impacts of air pollution on human health and the environment; the improvement of the atmospheric air quality monitoring system; the strengthening of mechanisms for inventorying and state registration of harmful substances emitted into the atmosphere, harmful physical impacts and their sources; and the alignment of information exchange mechanisms on transboundary pollution with international standards.
It must also ensure the identification of measures aimed at reducing emissions of harmful substances into the atmosphere across key economic sectors and the improvement of relevant environmental standards; the introduction and improvement of advanced technologies and digital monitoring mechanisms; the consideration of atmospheric air quality criteria in the planning of cities and other settlements; the application of zoning principles based on atmospheric air pollution levels in major cities; and the preparation of additional action plans for areas with high pollution levels.
Furthermore, the possibilities of using economic incentive instruments, green financing and public-private partnership mechanisms must be identified, and public access to information on atmospheric air quality must be expanded.
During the preparation of the draft National Action Plan, the possibilities of involving international organizations, experts and specialized consulting companies to benefit from advanced international experience, as well as utilizing the potential of local scientific organizations and experts and civil society institutions in this field, must be assessed.
The Cabinet of Ministers of the Republic of Azerbaijan must resolve the issues arising from this order .
