Azerbaijan allocates 2.9 billion AZN for reconstruction of liberated territories in first nine months of 2025

A total of 3 billion 150 million 268 thousand AZN was spent on construction and installation works in Azerbaijan’s recently liberated districts from January to September 2025, APA-Economics reports, citing calculations based on the report of the State Statistical Committee.

During this period, the largest allocations were made to Kalbajar (781.429 million AZN), Aghdam (432.668 million AZN), Zangilan (345.685 million AZN), and Lachin (323.961 million AZN) districts.

Recall that during January-September of the current year, 13 billion 48.1 million manats were directed to fixed capital in Azerbaijan from all financial sources, of which 10 billion 281.9 million manats were spent on construction and installation works.

Thus, the funds spent on construction and installation works in the liberated territories during the reporting period amounted to 30.6% of the funds spent on construction and installation works in the republic.

The chart below shows the volume of construction and installation funds allocated by district in the liberated areas for January–September 2025.

Note that 2.9 billion manats were spent from the state budget in the first 9 months of this year for the reconstruction and restoration of the liberated territories.
