American hackers steal money from Azerbaijani entrepreneurâ€™s bank account

Baku. Hafiz Heydarov – APA. American hackers have stolen money from the bank account of an Azerbaijani entrepreneur.

Speaking to APA, victim Ilham Soltanov said that there has been intervention in his account at Expressbank from Los Angeles. After finding out his money had been stolen, the victim immediately closed his account.

He said that despite the bank assured him the damage would be compensated, the problem still remains unsolved. Soltanov says he will appeal to court.

“I deposited my money in this bank as I relied on depended on it. How can a bank remain different to the violation of its client’s rights? Therefore I will try to solve this problem judicially,” he said.

Investigations made it clear that the client had his plastic card’s data stolen while doing a transaction in London. Then the hackers duplicated the card and withdraw the money in the US.

An Expressbank spokesperson has already confirmed the fact to APA, noting that the client has complained to the bank about the problem.

“We have blocked the account in order to prevent further withdrawals. The investigation revealed that the client had his plastic card’s data stolen while doing a transaction in London. Then the hackers duplicated the card and withdraw the money in the US,” said the bank spokesperson. “Unfortunately, as MasterCard payment system didn’t join the international payment system Liability Shift in the US and other countries, such stolen funds are not repaid. According to the rules of MasterCard international payment system (Chip and Chip/PIN Liability Shift Guide1 May 2014), the money will be repaid in cases of suspicious transactions from ATM in the US from October 21, 2016.”

The spokesperson also noted that each client is responsible for confidentiality of his/her bank card data.

“We regret for the funds written off from our client Ilham Soltanov’s plastic card. We reiterate that we can’t help as the stolen funds should be repaid by MasterCard and current program doesn’t allow it,” the bank spokesperson added.
